The Minister of Agriculture has gazetted the Routine Vaccination Scheme for Foot-and- Mouth Disease under Section 101 of the Animal Diseases Act2. The scheme was published on 4 May 2026 and came into effect on that date.
This document explains what the scheme means, what it requires, and what still needs to happen before owners can formally participate.

As you may be aware, the requirements for the control and management of FMD are in the process of being updated to accommodate the current status of the disease in the country as well as the envisaged vaccination roll-out. The new requirements are in the process of finalisation and will be made available as soon as possible.

FMD is a highly contagious and devastating viral disease affecting cloven-hoofed animals. The primary transmission route is by direct contact with infected animals and indirect methods such as the airborne route. FMD can easily spread through contaminated feed and water, animal transport vehicles, equipment, clothing, and footwear.

“Bek-en-klouseer is ’n staatsbeheerde siekte,” sê PD Cilliers, voorsitter van die RPO se dieregesondheidsforum in die Vrystaat. “Die siekte het buite die sogenaamde rooilyn versprei – en tot vandag toe kon niemand van die staat vir my presies sê waar en wat die rooilyn is nie.”

Die Nasionale Rooivleisprodusente-organisasie (RPO) het kennis geneem van die media- inligtingsessie deur die Minister van Landbou, mnr. John Steenhuisen, op 14 Januarie 2026, waar hy die voorgestelde nasionale strategie vir die bekamping van bek-en-klouseer uiteengesit het. Die RPO spreek hiermee sy opregte dank uit teenoor die Departement van Landbou vir sy pogings om hierdie krisis in die veebedryf aan te spreek.

- Tot onlangs was slegs die entstof van BVI (Botswana Vaccine Institute) goedgekeur vir invoer in SA.
- BVI-entstowwe is water-gebasseerd wat beskerming bied vir 'n tydperk van 3-4 maande en is dus meer gepas vir gebruik vir "vaccinate to kill" strategieë, soos wat gebruik word in voerkrale.

Today, I address you with a clear roadmap for the protection of our national livestock herd and the restoration of South Africa’s international standing in the agricultural sector. Since losing our Foot and mouth disease (FMD) free status in 2019, our farmers have faced unprecedented challenges.

Today, the Minister of Agriculture, John Steenhuisen, acknowledged the immense hardship facing farmers across the country as they continue to battle one of the most persistent and damaging waves of Foot and mouth disease (FMD) the country has seen in decades. The minister emphasised that he hears the cries of farmers, mostly dairy farmers in KwaZulu-Natal, who have suffered losses, movement restrictions and severe disruptions to their livelihoods, particularly in districts such as Kokstad, Dundee, Underberg and Dannhauser, where new cases continue to emerge.
Domestic policies generally guide agricultural developments here at home. That said, gatherings such as this past weekend's G20 Summit always provide an opportunity to mobilize support and generate global policy discourse around particular issues. These gatherings also provide an opportunity for policymakers and business leaders to connect with other countries and strengthen ties.
This was particularly the approach of South Africa at the G20 Summit. For example, the South Africa–European Union (SA-EU) Bilateral Summit on November 20, emphasized the need for cooperation, investment and deepening trade. Various agreements and Memoranda of Understanding (MoU) were signed, including those on critical minerals and energy. For us in agriculture, deepening relations with the EU, one of our most important export markets, is key to the long-term growth of the sector in this fractured global trade order.

South Africa's agricultural exports have remained strong since the start of the year despite significant trade policy shifts and uncertainty. The cumulative value of agricultural exports for the first three quarters of the year is US$11.7 billion, representing a 10% increase from the corresponding period in 2024.

The Red Meat Primary Cluster (RMPC), comprising RPO, NERPO, SAFA, and RMAA, is a nationally recognised industry structure that, on behalf of its members, applied for the current Red Meat Statutory Levy and established the Red Meat Industry Services (RMIS) as a Non-Profit Company to coordinate, audit, and implement levy-funded projects. The RMPC meets quarterly and works closely with the RMIS to oversee the progress of levy-funded projects and provide input on emerging industry needs.
